Michael E. Mauger
Chief of Police
Chief Mauger began his career with the Worthington Division of Police in 1970. He was named the Chief of Police in 2002 after 32 years of serving within every component of the Division. He is a graduate of the 166th session of the FBI National Academy and of the Police Executive Leadership College.
Chief Mauger is responsible for the planning, administration and assessment of all police services provided by the Division of Police.
Lieutenant Michael P. Dougherty
Bureau Commander – Patrol Operations
Lieutenant Dougherty began his career with the Division of Police in 1973. He was promoted to sergeant in 1983 and to lieutenant in 1999. He is a graduate of Northwestern University’s School of Police Staff & Command.
Lieutenant Dougherty is responsible for overseeing:
· Patrol Operations
· Community Services
· Reserve Police Officer Program
Lieutenant J. Douglas Francis
Bureau Commander – Support Services
Lieutenant Francis began his career with the Division of Police in 1986. He was promoted to sergeant in 1999 and to lieutenant in 2004. He is a graduate of the Police Executive Leadership College and of Northwestern University’s School of Police Staff & Command. He is also a member of Leadership Worthington.
Lieutenant Francis is responsible for overseeing:

· Communications
· Administration
· Internal Affairs
